Particle Rain

This release fixes various issues with alpha 2

• fixed haze/fog effects scale incorrectly
• fixed config creation not creating new configs when it should
• fixed flickering at the edge of the particle render distance
• fixed culling on forge
• readded ability to disable fabric registry sync
• readded particle rotation animation
• rain collision animation now only scales vertically
• added config button to mod list on neo/forge
• updated russian translation (ty mpustovoi)
