Fixes an issue in the first-person arm rendering that sneaked into 1.5.0.

- Start an API for other mods to use. Can currently create 3d models of textures and give access to the player model data. Also caused some internal refactoring for cleaner code separation.
Fixed:
- Player heads with "CustomModelData" tags won't be turned 3d to better support resource packs
- Prevent crashing to invalid HTTP textures
- Don't crash due to corrupted config files

Initial Forge release for 1.19.
Fixed issue with the animated skin feature doing 2 requests instead of 1 if installed with EntityCulling.

Fix for 1.4.5: While trying to fix players rendering in for example the main menu a typo caused the vanilla 2d layers to always render.

Test update to 1.19-pre1. The file might work for the full 1.19 release, and there might be issues with the config screen.
