You can now mine bedrock/"bedrock_like" blocks above the Nether roof. However, you still can't break through the roof itself

If there isn't a block of bedrock at the bottom of the world below your position, you can mine bedrock by the void. This may be annoying if you've built a bedrock platform down there and want to get some back, but I figured it was better than weirdness/inconsistencies from the 1.3.1-MC1.16.5 version of the mod :p (and I couldn't figure out how to check if the dimension is a floating island-type dimension, so this seemed like the next best thing)

I also intended for it to make sure the block you click with the pickaxe isn't in the same spot as the one below you at the bottom of the world, but this doesn't seem to cancel the "mining" when it's a bedrock_like, non-bedrock block for some reason, so idk. Be careful if you're mining polished bedrock etc. by the void!

- Improved Bedrock Pickaxe "mining;" you can now "mine" bedrock/"bedrock_like" blocks above the Nether roof (you still can't use it to break through the roof itself, however) and at any Y level in the End (you can build with bedrock at Y=0 there and get the blocks back!)
- The way the pickaxe works in the End is by checking to see if the biome you're in is part of the End biome category, so I can't guarantee this works for modded biomes unless they're part of that category, and it will let you break through to the void in custom/superflat worlds with End biomes in the overworld when in said biomes. I wanted to make this work for all floating island dimensions in general, but what I could think of either had issues with the mining itself or just didn't work any different from before. I'll try and make it work for all floating dimensions if I ever learn how to program it better
