Well a bugfix update is here...

• Fix mini block collisions when there is no ribbon or sparrow.
• Make it so the hovered texture overrides the current preference texture for screen pick buttons.
• Add chests, old chests to c:chests and barrels to c:barrels
• Add chest minecarts to c:minecarts

Oh and I might have broken the API surface with the refactors, if so I'm sorry!

• Restore IItemHandlers for NeoForge.
• Sync and fix NeoForge's REI plugin and sync its code with the Fabric version.
• Update required NeoForge and Fabric API to fix some tag issues, e.g. pumpkin chests not being craft-able on Fabric.
• Basically more Kotlin-ification of codebase.
